I I I I .
minute we draw the word community around a small group rather than a larger group." He
suggested the Committee think about the Oklahoma model which picks up towns thirty miles
'- apart. "We have to think bigger."
Trustee Seiling suggested the team include bankers, who have been very slow to be aware of
community issues, and the news media.
Trustee Finlay said he appreciated the comments ITom the Sequoia High School District and
their concerns about students who feed their high schools from places other than Redwood
City. He said the Redwood City Elementary School District also draws ITom many different
cities and towns, such as Menlo Park, San Carlos, Atherton, Woodside and the unincorporated
area. He added that as a policy maker he had no problem whatsoever supporting Redwood City
2000 because "it will make our schools a better place." All the students will benefit ITom
having better schools and getting a better education as a result. Trustee Finlay said "this effort
will do a great job ofleveraging limited resources we have as a District.....1 think of this tonight
as a matching grant. We will put $14,000 in and we will get $14,000 in from two other bodies
and we will do some great things." Trustee Finlay described the magnet schools matching
grants and funds raised ITom outside agencies. He added that "we don't need to get the credit,
but we need to work together as a group in order to make a big difference for the people we
serve."
President Wade said this process was an inspiration to building community, a way for people
to focus on being a community and working together to solve problems. He said the process as
'--- outlined, the large committee and relative long period of a year will create a vision that will
inspire us to make our community better. "As it gets into a more specific action plan....it has to
show results, and not just two or three years down the pike, but as we move along. As we get
into the specifics, the individual agencies will have much more specific controls." President
Wade said it was essential to generate enthusiasm for this process. He added that calling it
Redwood City 2000 was in no way exclusionary, and he lightheartedly challenged anyone to
show him exactly where the boundaries of Redwood City are.
Mayor Hartnett said the exciting part of Redwood City 2000, the participation with both
School Districts, was in fact broadening the City's boundaries. He said that the City had not
been reticent to support the Elementary School District and Sequoia High School knowing
there were children there who were not living in Redwood City. Mayor Hartnett said this
proposal broadens the community and agreed that early successes were important. He
expressed concerns about awaiting the results of the long process and not doing some common
sense things early on that he knew could be done by the Boards and Superintendents and City
Manager now. Mayor Hartnett said he did not feel that there was a great need to adopt the
resolution tonight, but would defer to his colleagues. He said he hoped to receive something
more fine tuned with respect to the process and the participatory nature, something the decision
makers could circulate and feel comfortable with.
'- MINUTE BOOK NO. 54
Page No. 133
Special Joint Council Meeting Minutes
March 18, 1996
Page 12
