and expressed hope that providing them with a bright and positive future would translate
to their school campuses. She advised that the Redwood City 2000 process would be
education based. She described the need for information and the "Community Information
Program Resource Mapping Project" directed by Janet Hofftnan, and the "Community
Profile" developed by the Hospital Consortium which identifies a number of trends in San
Mateo County.
Coordinator Ross stated that after the environmental scanning process was completed,
there would be selection and evaluation of key performance areas, creation of an action
plan and implementation strategies. The strategies will be submitted for external review
for the Committee's comments and input, a written report will be done and a celebration
finale will take place in May of 1997.
Arlene McCarthy, physical therapist at Kaiser Hospital, Redwood City property owner,
parent in the Sequoia High School District and a Latina said she was involved in
improving the health of the Redwood City community through activities sponsored by
Kaiser Hospital. Mrs. McCarthy reviewed the recommendations of the Redwood City
2000 Coordinating Committee for the community involvement process: 1) A 45-member
team representative of Redwood City's diversity; 2) Anyone who lives or works in
Redwood City or in the attendance area of the Redwood City School Districts is invited to
participate. Participation will include 3-10 hours per month over the course of a year. 3)
Participants must enjoy working with others, and are willing to participate in a process that
utilizes consensus decision-making; 4) Participants must be interested in researching
ideas and community planning; 5) Participants must be willing to build and support a
healthy community in their neighborhood; 6) Each elected representative on the
Redwood City Council, Sequoia High School District Board, Redwood City Elementary
School Board and San Mateo County Supervisors is invited to select one representative or
to attend him or herself. The Chamber of Commerce will select two representatives which
will then total 24 members. The target is to mobilize a group of at least 45 members for
the action team, but that number is not absolute. The remaining 21 or so members will be
selected through an open application process managed by the Redwood City 2000
Coordinating Committee. The action team will be truly representative of the City in as
wide a selection process as possible. This process will provide a true buy-in and support
by the community. Redwood City 2000 proposes a selection process that will result in a
comprehensive plan to improve the quality of life in Redwood City with strong support
from all sectors of the community.
Caroline Curry, Director of Student Services for the Redwood City Elementary School
District, said she had a vested interest in this process, and described how it worked for Taft
School and the Healthy Start collaborative. Director Curry summed up four products the
process would address: 1) A thoughtfully developed strategic plan to improve the quality
of life in Redwood City that enjoys wide support uom diverse sectors of the community
that will get the communities to focus around schools and encompass the children; 2) A
uamework for program planning to assist local agencies to effectively and efficiently
focus shared resources on agreed upon outcomes; 3) Establish Redwood City 2000
Special Joint Council Meeting Minutes
MINUTE-BOOK NO. 54 March 18, 1996
Page N6. 126 Page 5
