<br />I I I I . <br /> <br /> Maureen Borland, San Mateo County Human Services Agency Director, provided a <br />---. background of Redwood City's collaborative efforts, Fair Oaks Center in the 1970s, <br /> Redwood City Child Care Consortium in the 1980s, and several joint efforts in the 1990s <br /> including South County Teen Pregnancy Task Force, Family Focus and the South County <br /> Coalition for Prevention of Drug Abuse. Director Borland described past community <br /> support, including Kaiser Hospital which funded a Redwood City Team to be trained on <br /> how to work with grass roots organizations: Beth Ross, Arlene McCarthy and Caroline <br /> Curry. She also described Taft School's Healthy Start program and the success of <br /> neighborhood associations, the impact of the Peninsula Community Foundation and <br /> reading programs, and how an educated workforce is necessary for a community to thrive. <br /> Director Borland said that many of the same community advocates were on the same <br /> boards and came to realize that by joining together they could maximize their resources to <br /> develop defined outcomes and measure their progress. <br />D. Strategic Planning Process, and E. Composition of Stakeholder Group <br /> Beth Ross, Redwood City 2000 Coordinator, thanked Kaiser Hospital for funding the <br /> Healthy Action Training and said how wonderful it was to be implementing it in Redwood <br /> City. Coordinator Ross described the planning process, Pages 2-7 in the subject report. <br /> She acknowledged the fine work of the 25 members of the Redwood City 2000 <br /> Coordinating committee and described the Committee's proposal: a 12 month planning <br /> process, a facilitated community strategic planning effort, focus on enhancing quality of <br />---- life in Redwood City, and a process that will include several key steps outlined in the <br /> Project Workplan. It begins with a period of preparation going on now, adopting a <br /> workplan and time lines, launching a community profile, convening local governing <br /> boards, and getting their support and buy-in, and completing a stakeholder analysis. The <br /> stakeholder analysis selection would mobilize a 45-member community action team. It <br /> would be the core team charged with creating a strategic plan with professionally <br /> facilitated meetings with staff support, held once a month ITom 5-8 p.m. Meals would be <br /> provided to support the anticipated volunteer effort. <br /> Coordinator Ross added that town hall meetings and focus groups would be held and <br /> quarterly oral reports would be given to the Coordinating Committee. They are hoping to <br /> involve hundreds of community members. The first team meeting will focus on a <br /> stakeholder orientation and will develop a working vision of a healthy community. A <br /> larger town hall process would be expected to develop a true healthy community vision <br /> and selection of indicators. The team will focus on quality of life issues such as, <br /> education, economic development, public safety and health care.
