7.1.K. - Page 1 <br /> REPORT <br /> To the Honorable City Council <br /> From the Mayor <br /> June 23, 2014 <br /> SUBJECT <br /> Payment of Candidate Statement Balance from the November 2013 Election <br /> RECOMMENDATION <br /> Authorize the City Clerk to pay the San Mateo County Elections Office the balance of <br /> $73.73 for publishing and printing a candidate statement from the November 2013 <br /> Election. <br /> BACKGROUND <br /> On June 3, 2013 the City Council adopted Resolution No. 15269 setting the <br /> requirements associated with candidate statements and establishing that candidates <br /> are responsible for such costs. All candidates received a copy of such resolution when <br /> pulling nomination papers for the Office of City Council. <br /> The estimated fee covers translation and publication in three languages (English, <br /> Chinese and Spanish). The San Mateo County Elections Office estimated the cost to <br /> be $564.91; and, candidates, desiring a candidate statement were required to submit <br /> such estimate at the time of filing documents. All candidates submitted that amount <br /> with the awareness that it was an estimate. <br /> In early March 2014, the City Clerk received an accounting from the San Mateo County <br /> Elections Office delineating how much the final cost of each candidate statement was. <br /> All six candidates owed additional funds. <br /> ANALYSIS <br /> The City Clerk contacted all candidates for payment. In one particular case, various <br /> attempts were made to collect the funds from Candidate James Lee Han. Attempts <br /> were made to reach Mr. Han by the City Clerk on the following dates: <br /> ➢ March 13, 2014 <br /> ➢ March 27, 2014 <br /> ➢ April 7, 2014 <br /> ➢ April 21, 2014 <br /> ➢ April 24, 2014 <br /> ➢ May 20, 2014. <br />
