7.1.M. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 23, 2014 <br /> SUBJECT <br /> Amendment No. 1 to the Professional Services Agreement with New City America, Inc. <br /> RECOMMENDATION <br /> 1. Approve Amendment No. 1 to the Professional Services Agreement with New City <br /> America, Inc., to Provide Community Benefits Improvement District ("CBID") <br /> Consulting Work; and <br /> 2. Authorize the City Manager to execute future amendments to this Agreement in an <br /> amount not to exceed a maximum of $20,000 (including $10,000 for Amendment <br /> No. 1). <br /> BACKGROUND <br /> The City of Redwood City entered into a professional services agreement with New City <br /> America, Inc., to assist in the formation of a Community Benefits Improvement District <br /> ("CBID") on July 18, 2013 at an amount to not exceed $60,000. Staff, the Downtown <br /> CBID Property Owners Steering Committee, and New City America, Inc., have been <br /> working on this endeavor since August 2013. New City America, Inc., was initially <br /> selected, after an RFP process, due to their expertise and their track record of <br /> successfully forming over 72 property based improvement districts throughout the <br /> United States. <br /> There have been several milestones reached within this endeavor, such as: <br /> • Outreach to property owners large and small through various one-on-one <br /> meetings, Steering Committee Meetings, property owner survey, property owner <br /> verification process, and a petition drive. <br /> • Adoption of a local enabling CBID ordinance on March 24, 2014, which allows <br /> the formation of these types of districts to take place in Redwood City. <br /> • Achieving the 30% petition drive threshold on June 9, 2014 which enabled the <br /> City Council to take action via a resolution to initiate the proceedings to <br /> commence the balloting process to vote on the formation of a Downtown <br /> Redwood City CBID. <br /> These actions have taken a considerable amount of time and effort, which have <br /> exceeded the original estimations due to the additional outreach, meetings, and <br /> engagement.
