7.1.M. - Page 2 <br /> potential Downtown Redwood City CBID, there is a need to amend the original contract <br /> and increase the budget by $10,000 at this time. Amendment No. 1 to the professional <br /> services agreement is attached. <br /> ANALYSIS <br /> City staff and New City America, Inc., have been able to achieve all the milestones that <br /> were originally identified as per the original contract. However, there are the following <br /> additional steps, outlined below, that still need to be achieved for a successful formation <br /> of a Downtown Redwood City CBID: <br /> 1. Continued outreach and educational plans, including Town Hall meetings during <br /> the voting process and meetings with the Steering Committee and City Staff <br /> 2. Work with the City and the Steering Committee to coordinate the process for <br /> adoption on July 28th. If passed, New City America, Inc., will provide sample <br /> articles of incorporation and bylaws to Steering Committee <br /> These activities can be completed at a cost not-to-exceed $10,000, which would bring <br /> the total contracted amount with amendment up to $70,000. At this time, staff would <br /> also like to recommend granting the City Manager the authority to amend the contract <br /> further if there are additional needs to reach the formation stage of the potential district <br /> in an amount not to exceed an additional $10,000. <br /> ALTERNATIVES <br /> The City Council could choose to select another consultant to complete the tasks that <br /> are still needed but there would be a considerable learning curve and relationship <br /> building for the new consultant with a rather short timeframe. <br /> The City could also choose to have staff complete the various steps, however, it is <br /> strongly recommended to engage a professional firm that has successfully been <br /> through all the steps needed to form these types of districts. <br /> FISCAL IMPACT <br /> There is a fiscal impact of $10,000 if the amendment is approved and potentially an <br /> additional $10,000 in the future. The amount has adequately been budgeted for within <br /> professional services in the Economic Development budget in FY 2014-15. <br /> ENVIRONMENTAL REVIEW <br /> This action is not a "project" within the meaning of the California Environmental Quality <br /> Act because the action contemplated by this report will not cause a direct physical <br /> change in the environment nor a reasonably foreseeable indirect physical change in the <br /> environment. (Public Resource Code § 21065; Guidelines § 15378) <br />
