7.3.D. - Page 2 <br /> of the units more efficient and economical. The TRANE units proposed for purchase are <br /> increased efficiency units. Equipment purchases that decrease demand on energy <br /> resources are consistent with the City's efforts to be environmentally responsible. In <br /> addition, the sole source purchase of equipment from TRANE will save the City <br /> approximately 20% in markups included in the General Contractor pricing. <br /> Municipal Code Section 2.76 allows the purchase of equipment by motion on the <br /> affirmative votes of at least five (5) members of the council to suspend the competitive <br /> bidding if it does not serves the public interest. <br /> ALTERNATIVES <br /> Council may choose not to suspend the competitive bidding requirement and direct staff <br /> to investigate additional equipment other than TRANE to be used in the project which <br /> would increase cost and time required to replace or extensively modify existing controls <br /> and mounts to accept HVAC equipment other than TRANE. <br /> FISCAL IMPACT <br /> Sufficient funding for this project was previously approved as Capital Project Fund — <br /> Roof and HVAC Replacement Program which has a balance of $292,979.82 ending <br /> April 30, 2014. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that authorization of <br /> resolution does not constitute a Project as defined under CEQA. <br /> JIMMY TAN, PE <br /> SENIOR CIVIL ENGINEER <br /> AARON AKNIN <br /> COMMUNITY DEVELOPMENT DIRECTOR <br /> ROBERT B.
