7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 23, 2014 <br /> SUBJECT <br /> Amendment No. 1 to the Joint Use Agreement between the Redwood City School <br /> District and the City of Redwood City <br /> RECOMMENDATION <br /> Approve by motion and authorize the City Manager or designee to execute Amendment <br /> No. 1 to the Joint Use Agreement between the Redwood City School District and the <br /> City of Redwood City. <br /> BACKGROUND <br /> The City of Redwood City and the Redwood City School District (RCSD) have a strong <br /> history of effective joint use of facilities. This partnership includes a wealth of after <br /> school sports and other enrichment activities on school fields and in school facilities that <br /> are scheduled by Redwood City Parks, Recreation, and Community Services (PRCS). <br /> The City and the School District had primarily operated under verbal joint use <br /> agreements as well as a small number of mostly outdated written agreements created <br /> between 1999 and 2007. Each of those written agreement was unique and the terms of <br /> service varied considerably. <br /> Representatives from both the School District and the Parks, Recreation and <br /> Community Services (PRCS) Department met periodically from 2010 to 2012 to create <br /> a formal and comprehensive Joint Use Agreement. Together, this team sought and <br /> received funding from a mini-grant entitled "Improving Community Access to School <br /> Facilities" from California Project LEAN and Safe and Active Communities programs <br /> within the California Department of Public Health. This allowed PRCS to use tools and <br /> a consultant to assist us with developing a Common Joint Use Agreement. In <br /> November 2012, both the City Council and the Redwood City School Board <br /> unanimously approved this Agreement. <br /> ANALYSIS <br /> The Redwood City School District and the City of Redwood City launched a Joint Use <br /> Initiative (JUI) to formalize joint use practices. A component of Redwood City 2020's <br /> Wellness Initiative, the JUI was launched with funding from a $33,000 Community <br /> Access to School Facilities Mini-grant from two California Department of Public Health <br /> programs, California Project LEAN and Safe and Active Communities. Through this <br /> work, the School Board has approved a district-wide Joint Use of Facilities policy and <br /> associated Administrative Regulations. The JU Interagency team also agreed to a <br />
