9.A. - Page 2 <br /> BACKGROUND <br /> The City Council, through the Office of the City Clerk, conducted an extensive <br /> recruitment process for various expiring Board, Commission and Committee (BCC) <br /> seats. The Phase II recruitment covered the following BCCs: Planning Commission, <br /> Library Board, Port Commission and an extension of the recruitment for the Board of <br /> Building Review. In tandem, the City Clerk's Office recruited for the Historic Resources <br /> Advisory Committee for appointment by the Planning Commission. <br /> The recruitment process included a video by Mayor Gee, e-news releases, <br /> announcements in newspapers, postings on Twitter/NextDoor and banners throughout <br /> Redwood City. The application was available online and in hardcopy. As part of this <br /> recruitment, applicants were requested to submit a cover letter and email addresses for <br /> all references. <br /> Mayor Gee also reached out to all applicants who had applied in the last 24-months for <br /> any of the seats in the BCCs which had openings. All incumbents were contacted by the <br /> Mayor as well to confirm interest in reapplying. <br /> ANALYSIS <br /> The City Clerk's Office, on behalf of the City Council, embarked on Phase II recruitment <br /> for Boards, Commissions and Committees. This Office received all applications and <br /> screened them for specific requirements such as residency and elector eligibility or <br /> additional requirements as applicable. <br /> One applicant had applied through Phase I and was not appointed. Since this applicant <br /> had indicated a second choice of being appointed to the Board of Building Review, this <br /> applicant was invited to be part of the Phase II process. Two applicants withdrew their <br /> interest to serve — Mr. Chuck Ashton and Ms. Anna D'Angelo. Both were Library Board <br /> applicants. During the recruitment process of Phase II, one additional seat on the <br /> Library Board became vacant due to a resignation. This seat was added to the list of <br /> vacancies and it is the shorter-term seat. The Port Commission's recruitment was <br /> extended to June 4, 2014 and one additional applicant submitted an application. <br /> The City Council received a total of 17 applicants including those who withdrew their <br /> interest to serve. The City Council reviewed applications and individually submitted to <br /> the City Clerk the names of those it wanted to interview. Those applicants who received <br /> four individual votes were invited for an Orientation, which Mayor Gee hosted on June <br /> 9, 2014 at City Hall preceding the City Council Meeting. One other Council Member was <br /> in attendance and the majority of applicants were in attendance. <br /> The City Council conducted interviews at City Hall on June 16, 2014 and there were <br /> four applicants who were unable to be present and hence participated via telephone. <br /> ALTERNATIVES <br /> Council may decide to leave certain seats open which might interfere with reaching a <br /> quorum for Board, Commission and Committee meetings. <br />
