9.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 23, 2014 <br /> SUBJECT <br /> Professional Services Agreement with Dyett & Bhatia for Public-Private Defined <br /> Benefits Program (Partnership RWC) <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the professional <br /> services agreement with Dyett & Bhatia in the amount of $124,000 for the Public-Private <br /> Defined Benefits Program (Partnership RWC). <br /> BACKGROUND <br /> On January 27, 2014, a staff report was presented to Council to outline the next steps of <br /> the Public-Private Defined Benefits Program aptly named "Partnership RWC" (also <br /> commonly referred to as a Community Benefits program). At this meeting, Council <br /> Members noted the importance of this program, gave general direction regarding the <br /> desired program framework, and stressed the need to rely on data and research from <br /> technical studies and related ongoing efforts. <br /> Comments from Council Members included the following: <br /> • When developing the Partnership RWC program, staff and the selected <br /> consultant must investigate and provide information related to past and ongoing <br /> efforts such as, the 21 Elements Countywide Nexus Study, similar community <br /> benefits programs in nearby cities, the Greenbelt Alliance Community Benefits <br /> report, Redwood City's recent Development Agreement with Stanford, and other <br /> related regional efforts. <br /> • The analysis must distinguish and accurately explain the difference between <br /> standard conditions of approval, environmental mitigation measures and <br /> "community benefits" proposed under this new program. The relationship <br /> between the California State Density Bonus Law and this program will also need <br /> to be taken into consideration. <br /> • Through public outreach, the program must identify currently unmet community <br /> needs, as well as determine the process for continually updating these needs. <br /> For example, affordable housing, senior housing, living wages, "Redwood City" <br /> first hiring policies, reduction of existing traffic congestion, social amenities and <br />
