The selected community benefits should <br /> ultimately become part of a "menu" which would be updated on a periodic basis. <br /> • Community outreach is key in the formation of this program. Staff and the <br /> selected consultant should determine how community input will be solicited and <br /> incorporated into the process. <br /> Following the Council meeting, staff solicited consultant proposals to assist with the <br /> economic analysis and planning efforts associated with this study. <br /> DISCUSSION <br /> City staff sent out a Request for Proposals (RFPs) to six firms and received proposals <br /> from two. The City chose to interview Dyett & Bhatia and found that their experience <br /> and expertise in this particular area makes them highly qualified to conduct the <br /> proposed study. <br /> Their proposal responds to directly to the RFP and Council comments, with the <br /> following highlights: <br /> • The firm will prepare a Technical Memoranda, which will include a review of best <br /> practices and other cities' policies. The firm has extensive experience with <br /> community benefits, including work with Santa Monica, Mammoth Lakes, and <br /> Emeryville and will be able to bring a highly experienced viewpoint to this task. <br /> • The proposal will provide forums for stakeholder interviews and community <br /> meetings to establish priorities for continuing needs. The City will also be <br /> collecting input through an online platform (Mindmixer). <br /> • Creating long-time program flexibility will be a priority in designing alternatives. <br /> An economic model will be constructed that incorporates existing regulations and <br /> fees, and will be coordinated with the Countywide Nexus Study and related policy <br /> studies. <br /> Dyett & Bhatia has subcontracted with Economic & Planning Systems (EPS) for the <br /> economic analysis. EPS has experience with economic evaluation and implementation <br /> of various "value capture" policies and programs, including community benefit <br /> negotiations and incentive zoning. Both firms are highly regarded by other cities, with a <br /> reputation for completing work within prescribed time and schedule limitations. <br /> On June 9, Council also approved contracts with Dyett and Bhatia for the Hillside <br /> Ordinance and Planned Development Regulations study. Staff has reviewed the <br /> impacts of having one firm conduct three studies and has confirmed that sufficient <br /> staffing is in place. In addition, there are efficiencies of having one point of contact on <br /> three studies that could have related issues. <br />
