<br /> I I I I . <br /> <br /> Engineer Lee advised that by eliminating the Wilson Street detour the length of the <br /> - project would be shortened by two to three months. Engineer Lee described the numbers <br /> in Attachment 2 handed out at this meeting including $334,000 in the C.1.P. for <br /> signalization to be applied to this project and the $175,000 for soil remediation that the <br /> City hopes to recoup, and advised that the budget deficit would then be $775,000. <br /> D. Public comment <br /> Nick Watry, 1050 Lakeview Way, Redwood City, member of the Redwood City Planning <br /> Commission, spoke in favor of keeping the Wilson Street detour and questioned the <br /> quoted savings of $600,000. Mr. Watry said the intersection at Maple and Main Street was <br /> an accident waiting to happen. He suggested as an alternative to Wilson Street detour: <br /> Down Jefferson to Middlefield Road to Franklin. Mr. Watry said the inflation rate has <br /> been closer to 12% rather than 16% as staff has stated. He said using that rate would <br /> reduce the deficit by $513,000. Mr. Watry said he also questioned the retaining wall <br /> overcosts and suggested other creative ways to solve the problems which would include <br /> more pile driving and cooperation ITom neighboring businesses. He also suggested the use <br /> oftie-backs and expressed the hope that Sequoia Station might pay for them. <br /> Don Saye, 2021 Broadway, Redwood City, said the Wilson Street detour "was a safe <br /> means of allowing traffic to continue, but that dogleg is almost untransversable by the eye <br /> much less in a car, ..... it is a useless dogleg and a waste of money." Mr. Saye said the <br /> --- traffic on Jefferson needs to be slowed down right now, and asked about the safety and <br /> height limit of the overpass. <br /> In answer to Council questions, Engineer Lee advised there would be signals at El <br /> Camino and Maple and Maple and Middlefield which were already budgeted, as well as a <br /> four-way stop at Maple and Main. <br /> David LaVelle said that BKF developed the estimate along with their consultants, and <br /> they believed the costs were based on current bids and the 16% inflation factor was not <br /> built in. He said they did not go back to the original budget and inflate it by 16%. That <br /> figure was used to show that the 1990 funding at $11 million did not anticipate the project <br /> would be built in 1996/97. Mr. LaVelle described tie-backs and why they would not work <br /> in the subject area. Mr. LaVelle assured everyone that the height of the bridge would be <br /> built with a 15 feet clearance, and at the lowest part of the bridge it would still be 1.5 feet <br /> higher than any vehicle on the road. He said the Jefferson Underpass would not <br /> experience the problems with trucks Mr. Saye described in other cities. <br /> E. Discussion among City Council Members; and F.
