Consultant shall prepare a Technical Memoranda that <br /> provides a detailed analysis of baseline conditions, and presents the primary <br /> findings of all background research. The report shall contain graphics, using maps <br /> and charts, along with supporting text, providing the background data, discuss the <br /> technical methodology and approach to Consultant's analysis, and discuss the <br /> rationale of slope calculation methods. It shall identify areas of overlap and <br /> regulatory gaps in the City's current zoning code and other applicable California <br /> zoning codes. It shall provide a detailed list of policy questions that will be a basis <br /> for future meetings/workshops. Issues identified in stakeholder interviews and the <br /> Community Workshop will be included in the report. <br /> 2-C: Technical Memoranda Community Meeting. Consultant shall conduct a <br /> community meeting to review the initial analysis detailed in the Technical <br /> Memoranda, gather input on issues and concems, and discuss key policy <br /> questions. <br /> Task 2 Deliverables: <br /> Community Meeting <br /> Technical Memorandum <br /> Task 3 <br /> 3-A: Policy Alternative and Options Paper. Consultant shall research, document, and <br /> recommend best practices in hillside development from other jurisdictions. Based <br /> on best practice review, the Technical Memoranda, and feedback from the <br /> community, Consultant shall prepare a Policy Alternative and Options Paper that <br /> analyzes best practices in relation to the geography, geology, and identified public <br /> issues and presents alternatives for consideration. The paper shall include case <br /> studies graphically illustrated with pictorial images and 3-D modeling to present <br /> options of approaches to hillside regulation. Policy and technical alternatives shall <br /> be presented and analyzed. <br /> 3-B: Public Hearings. Consultant shall prepare presentations for both the Planning <br /> Commission and City Council to review the Policy Alternative and Options Paper <br /> and case studies.
