RESOLUTION NO. 15-01 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY ADOPTING THE FINAL INITIAL STUDY/MITIGATED <br /> NEGATIVE DECLARATION FOR THE LA PALMA PROJECT AT 1675, <br /> 1679, & 1685 KENTFIELD AVENUE AND ADOPTING A MITIGATION <br /> MONITORING AND REPORTING PLAN ALL IN ACCORDANCE WITH <br /> THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL <br /> QUALITY ACT <br /> WHEREAS, La Palma Development, LLC, proposes to demolish all existing <br /> structures on three parcels within the project area and merge the parcels into one lot <br /> and subdivide the parcel into 13 individual parcels. The project will consist of the <br /> construction of 12 two-story single-family dwelling units ranging in size from 1,700 <br /> square feet up to 1,850 square feet, with a total of 24 parking spaces for each of the <br /> units (two spaces for each of the twelve units), and 9 on-site guest parking stalls, and <br /> a common open space area consisting of a tot-lot and seating area (the Project); and <br /> WHEREAS, the City has prepared an Initial Study/Mitigated Negative <br /> Declaration for the Project(the "IS/MND"), pursuant to the requirements of the California <br /> Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, <br /> "CEQA"), the Guidelines for Implementation of the California Environmental Quality Act <br /> (Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, the <br /> "CEQA Guidelines"); and <br /> WHEREAS, the IS/MND for the Project was published for public review and <br /> comment beginning on October 14, 2014 and ending on November 3, 2014. The City <br /> mailed and published a Notice of Completion ("NOC") to notify responsible agencies, <br /> surrounding property owners and tenants, neighborhood association chairpersons and <br /> interested parties of the IS/MND for the Project; and <br /> WHEREAS, the City prepared a separate document entitled "La Palma Project <br /> Mitigation Monitoring and Reporting Program, December 2014" ("MMRP"); and <br /> WHEREAS, the IS/MND concludes that the Project, with the proposed mitigation <br /> measures contained in the IS/MND and associated MMRP, would not have a significant <br /> adverse effect on the environment; and <br /> WHEREAS, the Applicant has agreed to incorporate in the Project all applicable <br /> mitigation measures identified in the IS/MND and the associated MMRP to reduce <br /> environmental impacts to less than significant level; and <br /> WHEREAS, the Planning Commission has reviewed the Project's plans and <br /> application submittals and all environmental documents and supporting studies and <br /> reports necessary for adoption of the IS/MND and approval of the proposed La Palma <br /> ATTY/RESO.3051/PC RESO TO ADOPT INITIAL STUDY/MITIGATED NEGATIVE DECLARATION-LA PALMA <br /> REV:02-04-15 VR <br /> Page 1 of 6 <br />
