WITNESSETH: WHEREAS, the City and the County are desirous to adjust water valve boxes on Upton Street, Harding Avenue, James Avenue, Alameda de las Pulgas and Upland Road; and . WHEREAS, the City and County agree that the County shall act as lead agency in the preparation of plans, specifications, and related documents for the adjustment of water valve boxes on Upton Street, Harding Avenue, James Avenue, Alameda de las Pulgas and Upland Road; and WHERAS, the proposed adjustment of water valve boxes on Upton Street, Harding Avenue, James Avenue, Alameda de las Pulgas and Upland Road shall include, but not be limited to the raising to grade of water facilities;
