City Manager referred to his detailed written <br /> report which had previously been submitted to Council , and proceeded <br /> to make a brief oral presentation . Community Development : Emerald <br /> Lakes -Redwood City Hillside General Plan study is progressing and <br /> scheduled for completion by mid - 1972 . The study is being contributed <br /> to and accelerated by seven volunteer citizens committees made up of <br /> City and County residents on the subjects of Land Use and Zoning, <br /> Roads and Traffic , Community Services and Facilities , Water and <br /> Utilities , Sewage and Solid Waste Disposal , Public Safety , and Legal <br /> Ways and Means .
