AGREEMENT TO PROVIDE CDBG FUNDING <br /> TO ASSIST WITH CONSTRUCTION OF A <br /> NORTH COUNTY HOMELESS SHELTER <br /> <br /> THIS CONTRACT AGREEMENT, hereinafter referred to as "Contract" made and <br />entered into this ,~1~ day of_.~~ 200~, by and between the Crrv OF R~OWOOO <br />CITY, hereinafter referred to as "City", and the COUNTY OF SAN MATEO, hereinafter referred to <br />as "County" <br /> <br /> RECITALS <br /> <br />1. Under 24 CFR Part 570.201(c) of the federal roles and regulations for the Community <br /> Development Block Grant (CDBG) Program, the City may provide grant assistance for the <br /> eom, h-action of a shelter for the homeless, to be carried out by another public entity; and <br />2. City and County agree that there is need for an emergency shelter for the homeless, especially <br /> during the winter months; and <br />3. County is a public entity capable of contracting for the construction of a homeless shelter, <br /> and contracting for the operations of such shelter. <br />4. The City desires to provide support for the creation of a North County Homeless Shelter. <br /> <br /> PART I <br /> <br />A. Objective of North County Homeless Shelter <br /> The objective of the North County Homeless Shelter is to provide an emergency winter <br /> shelter for individual men and women that meets the temporary and immediate housing needs <br /> of the homeless, while helping them find the appropriate social services to address their <br /> social, economic and health needs. The shelter will include beds and shower facilities, and <br /> on-site supportive services or referral to appropriate supportive service providers. The <br /> shelter will be open to all persons residing in San Marco County and will be located at 301 <br /> North Access Road, South San Francisco. <br /> <br />B. Specific Work Tasks <br /> The specific work tasks to be performed by County are as follows: <br /> 1. Acquire or lease a site for the establishment of shelter in northern San Marco County. <br /> 2. Undertake the design and construction of the shelter facility. <br /> 3. The County Office of Housing shall ensure that the d~velopment of the shelter complies <br /> with all appropriate HUD requirements, including but not limited to labor standard <br /> provisions (Davis-Bacon and related acts), environmental review requirements. County <br /> shall maintain appropriate records and files in relation to such HUD requirements. County <br /> shall submit a copy of the environmental review for acceptance by the City. <br /> 4. County shall contract with a qualified non-profit service provider to operate the shelter, <br /> <br /> <br />
