SBSA was established in 1975 as a separate authority by a joint exercise of
powers agreement entered into pursuant to Government Code Section 6500 et seq.
Its members are the Cities of Belmont, Redwood City and San Carlos and the
West Bay Sanitary District. SBSA owns and operates facilities for the pumping,
transmission, treatment and disposal of wastewater, including the South Bayside
System Authority Treatment Plant located at 1400 Radio Road in the Redwood
Shores area of Redwood City.
B.
