277 <br />Councilman Granger moved that Staff be directed to bring in a recommendation for a <br />policy as to base bids and alternate bids in connection with manholes, seconded by <br />Councilman Keckley and carried on roll call vote, Councilman Bury, Granger, Keckley, <br />Petersen, and Rosselli voting yes, Councilman Henderson and Mayor Herkner voting no. <br />(MINUTE ORDER #66-187) <br />Report of Revenue Committee on proposed Cigarette Tax and Hotel -Motel Tax. <br />Councilman Keckley, Chairman of Council Committee, read report in which Committee <br />unanimously recommended both taxes be imposed, and outlined Committee's study on <br />needs of the City which require such taxes be considered (For full text SEE City <br />Clerk's File - Cigarette Tax Ordinance and Hotel -Motel Tax). Communication read <br />from following: <br />Bay Area Grocers Association, Inc. protesting City cigarette <br />tax at this time, and signed by ten local retail grocers. <br />The following appeared: <br />Robert S. White, owner of White's Super Market, protesting <br />tax on cigarettes as neighboring cities did not have such tax <br />and competition unfair to local grocers. <br />John W. Trewe, owner of Farmer's Market on E1 Camino, agreed <br />with statements made by Mr. White. <br />Mr. Moritz, of Community Store on Oak Knoll, concurred with <br />both Mr. White and Mr. Trewe for opposing tax proposed. <br />Mr. Paul Travers, 470 Flynn, objected to proposed tax as an <br />increase in cost of living. <br />Gail Dimmick, of B & W Market, urged Council to reconsider <br />imposing tax until adjoining cities had also adopted similar <br />tax. <br />Councilman Rosselli spoke on needs of community both present and future, which <br />couldn't be met unless additional revenue becomes available, and recommended <br />Council proceed with introduction of ordinance. Councilman Henderson questioned City <br />Clerk on collection of taxes should ordinance be adopted. City Clerk advised Council <br />of the preparation which had been made in anticipation of adoption of the ordinance <br />and procedures which would be taken. <br />Councilman Bury expressed his concern as to advisibility of the Cigarette Tax. <br />Councilman Rosselli moved to introduce Ordinance adding Article III to Chapter 32 <br />of the Code of the City of Redwood City relating to the imposition of a tax upon <br />the privilege of distributing cigarettes in the City of Redwood City, establishing the <br />rate of said tax and providing for the collection and enforcement of said tax, seconded <br />by Councilman Keckley. <br />On question Councilman Henderson asked whether ordinance stated revenue from this tax <br />would go into General Fund. City Attorney stated ordinance did not so state, but funds <br />would go into the General Fund as required by the Charter, unless Council established <br />a special fund. Councilman Bury questioned effect of this tax in event State imposes <br />a similar tax. City Attorney advised State already was collecting a cigarette tax <br />and the local tax would be in addition to State tax. Motion to introduce Ordinance <br />carried on roll call vote, Councilman Bury voting no. <br />Councilman Keckley questioned operative date of tax as he stated he was now aware <br />ordinance could not be effective by October lst unless Council would consider <br />
