845 <br />Councilman Rosselli favored supporting request as amount not prohibitive and felt <br />support should be given enthusiastically to enable merchants to do the kind of <br />program desired. Councilman Bury felt original concept of $10,000 now budgeted <br />anually to Chamber of Commerce covered all special purposed, including this pro- <br />gram, and that at some time in the past a "dollar" contribution had been made. He <br />also questioned whether participation in downtown area would be discriminatory <br />against retail merchants in outlying areas. <br />City Manager stated it was his understanding City's annual contribution to Chamber <br />was intended to further industrial and commercial development, but he would check <br />records for full report and make recommendation when Council ready to take legisla- <br />tive action on this matter. (Memo 11/15/66) Councilman Keckley suggested that this <br />item be made a regular Agenda item in order full information could be given by Staff. <br />Councilmanf Granger felt contribution, if supported, should include 2700 block of <br />Broadway in program. Councilman Petersen urged Council support request being made <br />to further improvement and interest being shown by merchants for downtown area. <br />Mr. Bryant, of Tribune and member of Association, discussed <br />timing schedule of financing and problem of meeting same for <br />program planned. <br />Mr. Walter Small, Manager of Penney's, made further comments <br />on program intended and its need. <br />Councilman Granger questioned legality of this proposed contribution. City Attorney <br />advised contribution would be considered legal as a beautification of public streets. <br />Mayor Herkner requested this be placed on Council's Agenda of November 21st. <br />Councilman Bury questioned wide price range in bidding on Dewatering Pumps, operation and <br />maintenance, GID 1-64. City Manager advised difference due to fact that Bragato <br />Paving Compsny already on site with other construction and would have personnel <br />available to operate and maintain dewatering pumps, whereas other companies would <br />be required to send personnel for this purpose from a distance. <br />Councilman Rosselli questioned whether Fairley Constructors, third low bidder, on the <br />Canyon Road and Highland Avenue Storm Drain Improvements, could be given considera- <br />tion for award in view of their past excellent construction work with the City. <br />City Attorney advised Council required to accept lowest qualified bidder, or reject <br />all bids. Councilman Keckley questioned availability of apparent low bidder, Leonard - <br />Rowan Construction. City Manager advised he would like to request Council's per- <br />mission to take off this item for one week as two problem areas had arisen in the <br />bids which should be resolved before award recommended to Council.
