04/24/2017 <br />RESOLUTION NO. 15580 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY UPHOLDING THE DECISION OF THE PLANNING COMMISSION <br />APPROVING A DOWNTOWN PLANNED COMMUNITY PERMIT <br />INCLUDING ELEVEN GUIDELINE DEVIATIONS, TENTATIVE MAP, <br />CONDOMINIUM PERMIT, PLANNED DEVELOPMENT PERMIT, <br />AFFORDABLE HOUSING PLAN, AND AFFORDABLE HOUSING <br />DENSITY BONUS FOR 801 BREWSTER AVENUE PURSUANT TO THE <br />CITY OF REDWOOD CITY'S DOWNTOWN PRECISE PLAN, <br />SUBDIVISION ORDINANCE, AFFORDABLE HOUSING IMPACT FEE <br />ORDINANCE, AND AFFORDABLE HOUSING DENSITY BONUS <br />REGULATIONS <br />WHEREAS, the Applicant, Anton Development Company, submitted an application <br />for a Downtown Planned Community Permit, Tentative Map, Condominium Permit, and a <br />Planned Development Permit for a new 4 to 6 -story multi -family residential building, <br />consisting of 250 residential units (including 50 units at the very -low income level) at 801 <br />Brewster Avenue (the "Project"), which is located within the Downtown Precise Plan area <br />(DTPP); and <br />WHEREAS, on November 3, 2016, and December 1, 2016, the Architectural <br />Advisory Committee (AAC) conducted public hearings to consider the proposed eleven <br />(11) deviations from the DTPP guidelines pertaining to the ground floor frontage length, <br />removal of the existing trees on the site, the use of rectangular garage columns located <br />less than 6 -inches from parking spaces, building wing widths exceeding the maximum <br />recommendations, inactive frontages, porch entrances elevated less than 2 -feet above <br />sidewalk grade, and window inset depths of less than 3 -inches. The AAC found that all <br />eleven (11) of the proposed deviations are consistent with the spirit and intent of the <br />DTPP, and unanimously recommended Planning Commission approval of those eleven <br />(11) deviations; and <br />WHEREAS, on November 17, 2016, the Historic Resources Advisory Committee <br />(HRAC) conducted a public hearing to consider whether the proposed Project would <br />create a substantial adverse change in the significance of the adjacent historic resource <br />located at 530 Warren Street, the Mezesville Historic District, or the two potentially <br />historic resources at 840 Brewster Avenue and 701 Arguello Street. The HRAC <br />considered the historic analysis reports prepared by Richard Brandi and Page & <br />Turnbull, and agreed with their conclusions that: (1) the Project would not create a <br />substantial adverse change in the significance of the adjacent historic and potentially <br />historic resources, and (2) that the historic and potentially historic resources would <br />remain eligible to be listed on the California Register. The HRAC voted 5-0 to <br />recommend that the Planning Commission determine that the Project at 801 Brewster <br />Avenue would not cause a substantial adverse change in the significance of the historic <br />resource at 530 Warren Street, nor would it cause a substantial adverse change in the <br />significance of the Mezesville Historic District or the potential historic resources located <br />at 840 Brewster Avenue and 701 Arguello Street, and that the historic resource at 530 <br />ATTY/RESO.0036/CC RESO UPHOLDING PC APPROVAL -801 BREWSTER RESO.
