Section 1 of Ordinance No. 1713, entitled "Ordinance Establishing Salary and Wage Plan for Certain Employee Classifications Relating to Management and Confiden- tial Assignments, and Certain Designated Officers; and Repealing Ordinance No. 1678, All Amendments Thereto, and All Ordinances in Conflict Therewith," adopted July 18, 1977, is hereby amended to read as follows: "Section 1.
