Fence Regulation <br />Acting City Manager Schroeter referred to report of September 17, 1986, <br />received previously by both the City Council and Planning Commission, <br />followed by a slide presentation of graphics showing characteristics of <br />standards relating to safety, deference to neighbors, and public image. <br />Mr. Schroeter commented and replied to questions from the audience, <br />defining what is considered a fence, and noting that hedges are excepted <br />from fence regulation; that fences existing before the law was passed were <br />allowed to remain in that form, until 1978 when an ordinance amending the <br />regulations was adopted so that any illegal fence, regardless of when <br />installed, had to be corrected by 1981; and that only five citations have <br />been issued in the past eight years, indicating the degree of enforcement. <br />Further discussion included a suggestion that a reminder poster might be <br />distributed to lumber yards regarding the existence of the fence <br />regulations so that people are aware of it; the possibility of allowing <br />"see through" fences; the fact that a relatively new condominium <br />development downtown allows a blind exit over a public sidewalk from an <br />underground garage. <br />Jo in t.
