Presentation by Donna S. Richardson, Mayor
of the City of San Mateo, re 1981 California
Reapportionment Plan - Proposed Senate
District 11

Mayor Richardson referred to her letter of
February 4, 1982 regarding the 1981
California Reapportionment Plan relating to
proposed Senate District 11 and urged Council
to participate with the City of San Mateo and
other cities in the District in litigation
brought before federal district court to
obtain corrective relief and gain
representation in the State Senate before
1984 when the next vote is scheduled to be
held. Mayor Richardson reported that the City
of San Mateo will be the lead agency and the
only cost to the City is expected to be
minimal.

Discussion followed and Mayor Richardson
commented and replied to questions concerning
the fact that the residents of District 11
will not be represented in the Senate for two
years; whether such lack of representation
could be constitutional; whether any
alternatives are available other than going
to court; and whether or not the challenge is
based on partisan politics.

Reg.Mtg.
2/8/82

\0\
r:f

-,
