Redevelopment Project No.2 - <br />The Redwood City Community <br />Development Project <br />(continued open from 6/21/82) <br /> <br />Mayor Stangel invited City Manager/Agency <br />Executive Director Smith to present his <br />introductory comments, and Mr. Smith reminded <br />Council that this public hearing was opened <br />on June 21, 1982, and continued open to this <br />date for the purpose of receiving additional <br />in forma tion from th e sta ff . <br /> <br />Mr. Smith reported that additional meetings of staff and with the County have <br />been held in the interim. He then asked that Frank Fargo, of Wainwright & <br />Ramsey, financial consultants for the Redevelopment Agency, restate the <br />purpose of the hearing and the basic process of the plan. <br /> <br />Mr. Fargo advised that the purpose of the meeting is for the Council/ <br />Redevelopment Agency to receive further testimony in addition to the <br />considerable testimony already presented in previous meetings; to receive <br />additional documentation for the record, to hear reports by staff, and that <br />the ultimate object of the meeting is to consider for first reading the <br />ordinance adopting the Redevelopment Plan for Redevelopment Project No.2. <br />Mr. Fargo emphasized that redevelopment in its present form in California is <br />not a federal nor state program, but is under local elected officials acting <br />as a separate entity in the capacity of a Board of Directors of the Agency <br />and control is local, and that the Agency has no taxing powers. He noted <br />that the Agency has already adopted rules governing participation by owners <br />within the Project No.2 area, including re-entry rules and relocation <br />guidelines. <br /> <br />Mr. Fargo stated that there are a number of documents that will be entered <br />into the record at this meeting and will be commented on by members of the <br />staff, and that he will present and identify the documents at this time. <br /> <br />'" <br /> <br />City Attorney Schricker noted that several documents have previously been <br />entered into the record of the previous meeting, so that as the ne,' documents <br /> <br />r ~ <br /> <br />Redev /Council <br />7/13/82 <br /> <br />" <br /> <br />~o~ <br /> <br />--~~..._-y <br />
