<br />0 RIG I N A L <br /> <br />DES:djk 05/04/93 <br />':J¡10/93 <br /> <br />(044/27) <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. <br /> <br />11982 <br /> <br />---------- <br /> <br />RESOLUTION APPROVING APPLICATION FOR FEDERAL ASSISTANCE <br />(COMMUNITY DEVELOPMENT BLOCK GRANT); CERTIFYING THAT <br />THE CITY HAS FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION <br />PLAN; AND AUTHORIZING EXECUTION AND FILING OF ALL <br />DOCUMENTS PERTAINING THERETO (FISCAL YEAR 1993-94) <br /> <br />WHEREAS, <br /> <br />the <br /> <br />Community <br /> <br />Development <br /> <br />Block <br /> <br />Grant <br /> <br />Program <br /> <br />authorized pursuant <br /> <br />to <br /> <br />Title <br /> <br />I <br /> <br />of <br /> <br />the <br /> <br />Housing <br /> <br />and Community <br /> <br />Development Act of 1974, (P.L. 93-383), as amended ("the Act"), <br /> <br />provides <br /> <br />for <br /> <br />the <br /> <br />issuance <br /> <br />of <br /> <br />grants <br /> <br />in <br /> <br />order <br /> <br />to <br /> <br />attain <br /> <br />the <br /> <br />objective <br /> <br />of <br /> <br />the <br /> <br />development of viable urban communities, <br /> <br />by <br /> <br />providing decent housing and a suitable living environment and <br /> <br />expanding economic opportunities, principally for persons of low <br /> <br />or moderate income; and <br /> <br />WHEREAS, there has been presented to, and reviewed by this <br /> <br />Council, <br /> <br />an <br /> <br />application <br /> <br />to <br /> <br />the <br /> <br />United <br /> <br />States <br /> <br />Department <br /> <br />of <br /> <br />Housing and Urban Development for a Community Development Block <br /> <br />Grant <br /> <br />in the <br /> <br />amount of approximately <br /> <br />Seven Hundred <br /> <br />Sixty-one <br /> <br />Thousand and No/100 Dollars ($761,000.00) <br /> <br />for the period of July <br /> <br />1, 1993, through June 30, 1994; and <br /> <br />WHEREAS, <br /> <br />there <br /> <br />has <br /> <br />been <br /> <br />prepared <br /> <br />by <br /> <br />the <br /> <br />Director <br /> <br />of <br /> <br />Community Development a Notice of Determination, determining that <br /> <br />the proposed Community Development Block Grant Program, <br /> <br />as set <br /> <br />forth <br /> <br />in <br /> <br />the <br /> <br />aforesaid <br /> <br />application, <br /> <br />is <br /> <br />exempt <br /> <br />from <br /> <br />the <br /> <br />requirements of NEPA and CEQA as a ministerial project and does <br /> <br />not have a significant effect on the environment, and a notice of <br /> <br />such determination <br /> <br />filed with <br /> <br />the <br /> <br />County <br /> <br />Clerk <br /> <br />of <br /> <br />San Mateo <br /> <br />County; and <br /> <br />WHEREAS, pursuant to the requirements of Section 104(a) of <br /> <br />,e- e'.."'....-H...e.---....-..................-"""-"-"""""'" .......... <br />
