aM MUTUAL THREAT ZONE AGREEMENT BETWEEN THE REDWOOD CITY FIRE DEPARTMENT AND THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION THIS AGREEMENT, made and entered into this date, ~bt;. ,J..ç¿, /qqr, by and between the Redwood City Fire Department of Sa Mateo County, hereinafter referred to as Redwood City Fire Department, and the California Department of Forestry and Fire Protection, hereinafter referred to as CDF. This agreement shall supersede the "Wildland-Interface Presuppression Plan for the Emerald lake Hills" dated 4/16/90. WITNESSETH: WHEREAS, the parties hereto are geographically located in proximity to each other in the County of San Mateo, California. WHEREAS, it is to the mutual advantage and benefit of the parties that each of the parties agree to render to the other supplemental assistance though their respective fire agencies in the event of fire, or other local fire agency related emergencies of a type common to both parties not covered by or within the scope of the California Office of Emergency Services and Civil Defense Master Mutual Aid Agreement but arising out of convenience rather than out of extraordinary necessity. NOW, THEREFORE, in consideration of their mutual covenants, the parties hereto agree as follows: I. OPERATIONAL RESPONSE PLAN FOR MUTUAL THREAT ZONE AGREEMENT: The staff of both agencies shall mutually agree upon an operational response plan. This plan shall include the areas of response, guidelines governing response to an emergency, jurisdictional responsibility, communications, dispatch, and resource availability, among other items. II. COMMAND AUTHORITY: A. Responsible Jurisdiction to have Command Authority When either Redwood City Fire Department or CDF responds into the neighboring jurisdiction under this agreement, the fire officer of the responsible jurisdiction shall be in command of all staffing and 1
