ORIGINAL MEMORANDUM OF UNDERSTANDING BETWEEN THE REDWOOD CITY POLICE DEPARTMENT AND THE SAN CARLOS POLICE DEPARTMENT Purpose: The Redwood City Police Department (RCPD) and the San Carlos Police Department (SCPD) agree to this Memorandum of Understanding (MOU) in an effort to clearly establish the control, training, team standards, and hold harmless agreements between the participating agencies. Individually, neither agency may have sufficient personnel to handle certain tactical situations. By entering into this MOU, the RCPD and the SCPO should have sufficient personnel to provide professional service during tactical situations to each other and to other law enforcement agencies in San Mateo County that may request it. This MOU does not revise, amend, or supercede any mutual aid agreements or other agreements or understandings between the parties. Call Out Procedures: When either agency responds to a situation that it deems activation of the SWAT team is necessary, the person making the decision to utilize the team will also initiate contact with the dispatcher of the other agency and request that agency's team members. The dispatcher will, in turn, contact the agency team commander(s). The patrol commander shall be contacted if the SWAT team leader or commander cannot be reached. The team commander will notify the other agency's contact person and give an ETA of the members. A tactical situation may not require personnel from both agencies. However, both agencies should be notified as a safe guard in the event that a tactical situation is extended or requires additional personnel. Tactical Scene Control: Tactical command of the teams will be under the authority of the agency where the occurrence is taking place, unless the incident commander decides to the contrary. 1
