DES:d-ik 11/04/92 (017/34) <br /> O R I G I N A L 11/23/92 <br /> R E S O L U T I O N NO. 11891 <br /> RESOLUTION APPROVING AND AUTHORIZING JOINT APPLICATION <br /> FOR MUNICIPAL STORM WATER NPDES PERMIT <br /> WHEREAS, the California Regional Water Quality Board <br /> ("RWQCB") , San Francisco Bay Region, has required that a Part I <br /> NPDES Permit Application for discharging municipal storm water be <br /> filed by November 30 , 1992; and <br /> WHEREAS, the San Mateo County NPDES Technical Advisory <br /> Committee, working under the direction of the San Mateo County <br /> City Managers Association, is implementing the preparation of a <br /> NPDES Permit Application, consisting of the following: <br /> * EPA Form 1/Filing Fee/Copies of this Resolution <br /> * Preliminary Draft Storm Water Management Plan (Plan) <br /> * Review of Funding Alternatives to Implement Plan; and <br /> WHEREAS, local government jurisdictions within San Mateo <br /> County have advanced funding toward the cost of services provided <br /> by Woodward-Clyde Consultants working with the San Mateo County <br /> NPDES Technical Advisory Committee; and <br /> WHEREAS, the State of California fiscal crisis which <br /> affected all local jurisdictions influenced deferment of work <br /> necessary to complete the NPDES Application delaying designation <br /> of a local government authority to oversee the implementation of <br /> the NPDES program; and <br /> WHEREAS, due to the delay, it is necessary that each <br /> participating agency individually authorize submission of a <br /> municipal storm water NPDES Application on their behalf; and <br /> WHEREAS, in order to expedite the work and avoid substantial <br /> penalties to municipalities for failing to submit the required <br />
