<br /> <br />r <br /> <br />t <br /> <br />PARK AND RECREATION COMMISSION <br /> <br />MINUTES OF WEDNESDAY, APRIL 24, 2002 <br /> <br />COMMISSIONERS PRESENT: Chairperson Joseph, Commissioners Davis, <br />Morton, Swope, Truscelli and Walsh <br /> <br />COMMISSIONERS ABSENT: Commissioner La Berge <br /> <br />GUESTS PRESENT: Public Works Superintendent Gordon Mann, Vince <br />Truscelli, Karen Carrasco, Scott Morton <br /> <br />STAFF PRESENT: Superintendent Gary Hover, Superintendent Chris Beth, <br />Human Services Manager Teri Chin, Secretary Denise Monroe <br /> <br />APPROVAL OF MINUTES <br /> <br />The minutes of the March 27, 2002 were approved as mailed. <br /> <br />CORRESPON DENCE <br /> <br />There was no correspondence. <br /> <br />ITEM 1 - APPEAL OF TREE REMOVAL PERMIT FOR 1080 10TH AVENUE <br /> <br />Public Works Superintendent Gordon Mann explained the property owners at <br />1080 10th Avenue applied for a tree permit to remove a redwood tree in their <br />front yard. The first permit was done in August 2001 and was denied <br />because the tree was not found to be dead, dying or structurally unsound. <br />They reapplied in January 2002 and the permit was again denied. The tree <br />was still in healthy condition, but Superintendent Mann also made the denial <br />based on additional information provided by the property owner regarding <br />wanting to remove the tree to modify their driveway. Superintendent Mann <br />answered questions from the Commissioners about the location, pruning, and <br />condition of the tree. <br /> <br />Karen Carrasco, property owner of 1080 10th Avenue, spoke about the <br />reasons to remove the redwood tree in her front yard. She stated there is no <br />available parking on her street and she is trying to widen her driveway in <br />order to park both her cars in her driveway. Currently I it is very difficult to <br />park both cars in the driveway because of the location of the redwood tree. <br />She noted that her next door neighbor has called the Police Department and <br />Code Enforcement about the location of her vehicles. Ms. Carrasco explained <br />she already has three redwood trees in her backyard and two in her front <br />yard. She stated she has purchased three additional trees which will be <br />planted in her front yard to provide privacy screening. <br /> <br />
