RESOLUTION NO. 18-06 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL OF <br />THE CITY OF REDWOOD CITY APPROVE AN ADDENDUM TO THE <br />GENERAL PLAN EIR AND ADOPT A ZONING ORDINANCE <br />AMENDMENT ESTABLISHING THE MIXED-USE WATERFRONT <br />DISTRICT UNDER ARTICLE 57, AND MAKING REVISIONS TO <br />ARTICLES 2 (DEFINITIONS), 3 (DESIGNATION OF DISTRICTS), AND <br />30 (OFF STREET PARKING AND LOADING) <br />WHEREAS, on October 11, 2010, the City Council of the City of Redwood City <br />("City Council") adopted the new Redwood City General Plan; and <br />WHEREAS, the General Plan contemplated the establishment of a Mixed -Use <br />Waterfront Zoning District; and <br />WHEREAS, the proposed Zoning Ordinance Amendment is comprised of: (a) <br />establishment of Article 57 as the Mixed -Use Waterfront Zoning District, and (b) <br />revisions to Articles 2, 3, and 30; and <br />WHEREAS, the City Council, by Resolution No. 15059 adopted on October 11, <br />2010, certified the General Plan Final Environmental Impact Report ("GP EIR"); and the <br />City prepared an addendum to the GP EIR to address the environmental impacts of the <br />Zoning Ordinance Amendment, which found that there are no new significant impacts <br />nor any increase in the severity of previously identified impacts, and that no change in <br />circumstance has occurred with respect to the GP EIR and the proposed Zoning <br />Ordinance Amendment or the environment affected by the project that would alter prior <br />environmental findings, conclusions, or mitigation measures; and <br />WHEREAS, a notice of public hearing on the Zoning Ordinance Amendment was <br />mailed to all properties within a 300 -foot radius of the area affected by the Zoning <br />Ordinance Amendment and duly published in the San Mateo Daily Journal 10 days prior <br />to the public hearing; and <br />WHEREAS, on April 17, 2018, the Planning Commission held a public hearing <br />on the proposed Zoning Ordinance Amendment, and on said date the public hearing <br />was opened, held and closed; and <br />WHEREAS, at the April 17, 2018 public hearing, the Planning Commission <br />considered the whole of the record, including with respect to the General Plan EIR <br />(previously provided under separate cover) and the Addendum; and <br />WHEREAS, after the duly noticed public hearing, the Planning Commission <br />considered and finds that the proposed Zoning Ordinance Amendment are in the public <br />interest and consistent with the Redwood City General Plan, and desires to recommend <br />to the City Council adoption of the Zoning Ordinance Amendment. <br />ATTY/RESO.0026/PC RESO ZONING MIXED USED WATERFRONT DISTRICT <br />REV: 04-13-18 PR <br />Page 1 of 17 <br />
