<br />PARK AND RECREATION COMMISSION <br /> <br />MINUTES OF WEDNESDAY, MARCH 22, 2006 <br /> <br />COMMISSIONERS PRESENT: Chairperson Slusser, Vice Chairperson White, <br />Commissioners Joseph, Morton, Swope, and Yapp <br /> <br />COMMISSIONERS ABSENT: Commissioner Truscelli <br /> <br />GUESTS PRESENT: Joel Sargent, David Valkenaar, Paul Powers, Nick <br />Fedderoff, Teifion Rice-Evans and Rebecca Benassini of Economic and <br />Planning Systems (EPS), Joan Chaplick of MIG, Inc. <br /> <br />STAFF PRESENT: Director Corinne Centeno, Superintendents Gary Hover <br />and Chris Beth, Administrative Assistant Denise Monroe <br /> <br />Chairperson Slusser called the regular meeting of the Park and Recreation <br />Commission to order at 7:31pm in Room 1 of the Community Activities <br />Building, 1400 Roosevelt Avenue, Redwood City, California. <br /> <br />APPROVAL OF MINUTES <br /> <br />The minutes of the February meeting were approved as mailed. <br /> <br />CORRESPONDENCE <br /> <br />There was no correspondence. <br /> <br />ITEM 1 – PRESENTATION OF NEXUS STUDY FOR PARK DEVELOPMENT <br />ORDINANCE BY MIG, INC. <br /> <br />Superintendent Hover stated that tonight’s presentation would include the <br />preliminary findings of the Nexus Study by our consultants. He explained the <br />need for more park land and the process that has been taken to try and <br />achieve this goal. <br /> <br />Consultant Teifion Rice-Evans of EPS spoke about how the Quimby Act and <br />the Mitigation Fee Act could be used to determine fee levels for a park <br />development ordinance (PDO). Consultant Rebecca Benassini of EPS spoke <br />about how much additional parkland is needed in Redwood City due to <br />anticipated population growth as new housing is developed. Consultant Joan <br />Chaplick of MIG, Inc. discussed the 2005 CORO Fellows Report which <br />compared Redwood City’s fees to those of six neighboring cities. The report <br />found that Redwood City was on the low end of the fee scale. Ms. Chaplick <br />explained that the consultants completed additional research and re- <br />evaluated the 2005 CORO Report to bring it current with 2006 data. The <br />additional data indicated that Redwood City remained on the lower end of the <br />fee scale in comparison to the six local cities. <br /> <br />
