04/22/2019 RESOLUTION NO. 15754 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY APPROVING ANNUAL ACTION PLAN OF THE CONSOLIDATED (2019-2020) AND APPLICATION FOR FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIPS PROGRAM); CERTIFYING THAT THE CITY HAS FOLLOWED ITS ADOPTED COMMUNITY PARTICIPATION PLAN; AND AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2019-2020) WHEREAS, the United States Department of Housing and Urban Development's Community Development Block Grant Program, authorized pursuant to Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended (the "Act"), and HOME Investment Partnerships Program, contained in Title II of the Cranston -Gonzalez National Affordable Housing Act, provide Redwood City ("City") with federal entitlement grant funds to finance a continuum of activities ranging from homeless assistance to economic development and the preservation and production of affordable housing; and WHEREAS, the Act requires that jurisdictions receiving federal funds develop a consolidated plan with the objective of developing viable urban communities by providing decent housing, a suitable living environment, and economic opportunities, principally for persons of low or moderate income ("Consolidated Plan"); and WHEREAS, the City has prepared a five-year Consolidated Plan for fiscal years 2018 through 2022. Fiscal year 2019-2010 ("FY 19/20") represents the second year of the Consolidated Plan; and WHEREAS, the Consolidated Plan is carried out through Annual Action Plans, like the FY 19/20 Annual Action Plan, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan; and WHEREAS, the City Council has reviewed the FY 19/20 Annual Action Plan and the applications to the United States Department of Housing and Urban Development ("Applications") for a Community Development Block Grant ("CDBG") in the amount of Seven Hundred Eighteen Thousand Nine Hundred Thirty -Six Dollars ($718,936) and ATTY/RESO.0031/CC RESO APPROVING THE FY 19/20 ANNUAL ACTION PLAN RESO.
