04/22/2019 <br />RESOLUTION NO. 15754 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING ANNUAL ACTION PLAN OF THE CONSOLIDATED <br />(2019-2020) AND APPLICATION FOR FEDERAL ASSISTANCE <br />(COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME <br />INVESTMENT PARTNERSHIPS PROGRAM); CERTIFYING THAT THE <br />CITY HAS FOLLOWED ITS ADOPTED COMMUNITY PARTICIPATION <br />PLAN; AND AUTHORIZING EXECUTION AND FILING OF ALL <br />DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2019-2020) <br />WHEREAS, the United States Department of Housing and Urban Development's <br />Community Development Block Grant Program, authorized pursuant to Title I of the <br />Housing and Community Development Act of 1974 (P.L. 93-383), as amended (the <br />"Act"), and HOME Investment Partnerships Program, contained in Title II of the <br />Cranston -Gonzalez National Affordable Housing Act, provide Redwood City ("City") with <br />federal entitlement grant funds to finance a continuum of activities ranging from <br />homeless assistance to economic development and the preservation and production of <br />affordable housing; and <br />WHEREAS, the Act requires that jurisdictions receiving federal funds develop a <br />consolidated plan with the objective of developing viable urban communities by <br />providing decent housing, a suitable living environment, and economic opportunities, <br />principally for persons of low or moderate income ("Consolidated Plan"); and <br />WHEREAS, the City has prepared a five-year Consolidated Plan for fiscal years <br />2018 through 2022. Fiscal year 2019-2010 ("FY 19/20") represents the second year of <br />the Consolidated Plan; and <br />WHEREAS, the Consolidated Plan is carried out through Annual Action Plans, <br />like the FY 19/20 Annual Action Plan, which provide a concise summary of the actions, <br />activities, and the specific federal and non-federal resources that will be used each year <br />to address the priority needs and specific goals identified by the Consolidated Plan; and <br />WHEREAS, the City Council has reviewed the FY 19/20 Annual Action Plan and <br />the applications to the United States Department of Housing and Urban Development <br />("Applications") for a Community Development Block Grant ("CDBG") in the amount of <br />Seven Hundred Eighteen Thousand Nine Hundred Thirty -Six Dollars ($718,936) and <br />ATTY/RESO.0031/CC RESO APPROVING THE FY 19/20 ANNUAL ACTION PLAN RESO.
