~ 0 R I G I N A L 1/13/97 <br /> RESOLUTION NO. 12985 <br /> <br /> RESOLUTION SUSPENDING BIDDING PROCESS FOR THE <br /> JEFFERSON AVENUE SEWER MAIN REPLACEMENT <br /> PROJECT AND AUTHORIZING EXECUTION OF AGREEMENT <br /> FOR SAID WORK <br /> <br /> WHEREAS, pursuant to Section 68 of the Charter of the City of Redwood <br />City, the City Council of the City of Redwood City may, in the event of an <br />emergency, determine and declare that the public interest or necessity demands <br />the immediate expenditure of public money to safeguard life, health or property <br />without soliciting or advertising for bids or receiving same and enter into <br />contracts involving the expenditure of any sum required in such emergency. <br /> <br /> WHEREAS, a recent inspection of the sewer line lateral connection for <br />the City Hall Project has revealed that raw sewerage may be or is about to be <br />leaking through the sewer pipes into the soil; <br /> <br /> WHEREAS, as a result of the completion of the Jefferson Underpass <br />Sewer Relocation Project, one of the sewer mains has been connected to the <br />manhole at Jefferson Avenue and Middlefield Road; <br /> <br /> WHEREAS, as a result of the connection, raw sewerage has <br />commenced to back up within the sewer line and may overflow in the immediate <br />future. <br /> <br /> WHEREAS, Cai-North Engineering, Inc. of San Francisco, California was <br />the lowest responsible bidder in connection with the Jefferson Avenue <br />Underpass Water Main/Sewer Main Relocation Project and it is the intention and <br /> <br /> Reso-eme <br /> G/Sh/RWC/C/R <br /> FXS/fs <br /> 1/8/97 <br /> <br /> <br />
