09/22/2014 <br /> ORIGINAL <br /> RESOLUTION NO. 15372 <br /> RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD <br /> CITY CLARIFYING THE DOWNTOWN PRECISE PLAN SQUARE <br /> FOOTAGE ALLOCATION PROCESS FOR DEVELOPMENT <br /> APPLICATIONS <br /> WHEREAS, the Downtown Precise Plan (DTPP) was formally adopted by <br /> the City Council on January 2011 and amended on July 22, 2013 in order to <br /> "orchestrate private and public investment actions in the Downtown"; and <br /> WHEREAS, the DTPP specifies the Maximum Allowed Development <br /> (MAD) for several categories of development, including 2,500 net new dwelling <br /> units, 500,000 net new square feet of office gross floor area, 100,000 net new <br /> square feet of retail gross floor area, and 200 net new guest lodging rooms; and <br /> WHEREAS, the MAD for each category of development was developed <br /> primarily based upon the existing economic conditions at the time of formal <br /> adoption and amendment of the DTPP and which are also reflected in the City's <br /> General Plan adopted in 2010; and <br /> WHEREAS, the DTPP states that upon issuance of a building permit, a <br /> project shall be deemed to be entitled to the number of dwelling units or square <br /> footage specified in the building permit. The DTPP also states that no building <br /> permit may be issued to allow a net increase in development in excess of the <br /> MAD in any category; and <br /> WHEREAS, as of September 2014 the City has entitled 1,239 net new <br /> dwelling units, 311,040 net new square feet of office, and 584 net new square <br /> feet of retail.
