'15551 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY DENYING THE APPEAL OF KRISTOPHER JOHNSON AND <br /> UPHOLDING THE DECISION OF THE PLANNING COMMISSION <br /> APPROVING A PLANNED COMMUNITY PERMIT, INCLUDING TWO <br /> EXCEPTIONS, AND TENTATIVE MAP FOR PHASE 1 OF THE <br /> STANFORD IN REDWOOD CITY PROJECT LOCATED AT 405, 425, <br /> 475, 500-585 BROADWAY AND 1228 DOUGLAS AVENUE <br /> WHEREAS, the Applicant, Stanford University ("Applicant"), submitted an <br /> application for a Planned Community Permit (PC2016-001 ) and Tentative Map <br /> (TM2016-002) for Phase 1 of the Stanford in Redwood City campus, including four new <br /> office buildings, a fitness center, parking garage, IT hub, child care and Central Energy <br /> Facility located at 405, 425, 475 , 500-585 Broadway and 1228 Douglas Avenue and <br /> including the Road Width Exception (defined below) and the Building Height Exception <br /> (defined below) (the "Project") , which is located within the Stanford in Redwood City <br /> Precise Plan area; and <br /> WHEREAS, the Planned Community Permit application includes a request <br /> pursuant to Chapter III . III . B of the Stanford in Redwood City Precise Plan ("Precise <br /> Plan") to allow for a 66-foot wide right-of-way on Warrington Avenue and an 86-foot <br /> wide right-of-way on Barron Avenue (the "Right-of-Way Exception") , and the Precise <br /> Plan allows City to approve the Right-of-Way Exception ; and <br /> WHEREAS, the Planned Community Permit application includes a request <br /> pursuant to Chapter II . II . D.4 to allow for one building in Block C of the Precise Plan area <br /> to exceed the maximum building height requirement of 75 feet by 14. 5 feet (89 . 5 feet <br /> total) (the " Building Height Exception") , and the Precise Plan allows City to approve the <br /> Building Height Exception ; and <br /> WHEREAS, on March 15 , 2016 the Planning Commission of the City of <br /> Redwood City (Commission) held a study session to receive information on the Project <br /> and ask questions . No action was taken at this hearing ; and <br /> WHEREAS, on August 18 , 2016 the Architectural Advisory Committee (AAC) <br /> conducted a public hearing to consider the proposed project. The AAC considered the <br /> development standards and urban design guidelines of the Precise Plan , and <br /> recommended that the Planning Commission approve the project as proposed by the <br /> Applicant in that the site planning , building height, massing and articulation , <br /> architectural detailing and sustainability features are consistent with the Precise Plan <br /> goals and development standards and the intent of its urban design guidelines; and <br /> WHEREAS, the Commission is empowered by Article 52 (Planned Community <br /> District or P District) of the City of Redwood City Zoning Ordinance and the Precise Plan <br /> to act upon the subject application ; the Commission is also empowered by the <br /> ATTY/RESO.0123/CC RESO DENYING APPEAL & APPROVING THE STANFORD PROJECT RESO.
