<br />DES:d <br /> <br />03/16/89 <br /> <br />(036/24) <br /> <br />---------- <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. <br /> <br />11001 <br /> <br />MAR 2,0 1989 <br />ORIGiNAL <br /> <br />RESOLUTION APPROVING AND AUTHORIZING JOINT EXERCISE OF <br />POWERS AGREEMENT ESTABLISHING INTERCITY TRANSPORTATION <br />SYSTEMS MANAGEMENT AUTHORITY <br /> <br />WHEREAS, the City of Redwood City, together with other <br /> <br />municipalities located on the San Francisco Peninsula are <br /> <br />experiencing severe traffic congestion, both on local streets and <br /> <br />arterial highways, which creates extreme hazards to persons and <br /> <br />property, unnecessary economic burdens affecting individuals and <br /> <br />businesses, air pollution, noise nuisance, and generally reduces <br /> <br />the quality of life in said Cities; and <br /> <br />WHEREAS, resolution of traffic congestion and the public <br /> <br />health and safety concerns resulting therefrom requires a <br /> <br />cooperative effort among adjoining municipalities in this highly <br /> <br />urbanized area; and <br /> <br />WHEREAS, an area-wide Traffic Systems Management ("TSM") <br /> <br />program consisting of regulations requiring carpooling, use of <br /> <br />alternative forms of transportation, reduction of traffic peak- <br /> <br />hour street and highway use, and similar measures will materially <br /> <br />aid in reducing traffic congestion and the negative effects <br /> <br />thereof; and <br /> <br />WHEREAS, adjoining cities located on the San Francisco <br /> <br />Peninsula, including the City of Redwood City, jointly exercising <br /> <br />their respective power to enact TSM programs would be the most <br /> <br />effective means of reducing traffic congestion; and <br /> <br />WHEREAS, there has been presented to, and reviewed by, this <br /> <br />Council a joint exercise of powers agreement establishing the <br /> <br />Intercity Transportation Systems Management Authority pursuant to <br /> <br />11 OO~. <br />
