Findings. <br /> <br /> The Council finds that <br /> <br /> (a) The public interest requires the availability of administrative methods for <br />enforcement of the requirements of this code as an alternative to either criminal or civil <br />proceedings within the court system. <br /> <br /> (b) Administrative citations and administrative compliance hearing processes <br />afford relatively informal, inexpensive, expeditious, and appropriate procedures for <br />dispute resolutions involving matters of local concern. <br /> <br /> (c) The public interest requires the capability to impose administrative penalties <br />authorized under California Government Code Section 53069.4 as an alternative to <br />criminal penalties or civil abatement remedies.
