RESOLUTION NO. 19-20 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL <br />APPROVE AN EIR ADDENDUM AND AMEND THE GENERAL PLAN <br />MIXED USE — LIVE/WORK LAND USE DESIGNATION AND LAND USE <br />MAP, AND AMEND ZONING ORDINANCE ARTICLE 2 (DEFINITIONS), <br />ARTICLE 3 (DESIGNATION OF DISTRICTS), ARTICLE 30 (OFF-STREET <br />PARKING AND LOADING), ARTICLE 31 (SPECIAL USES), ARTICLE 53 <br />(MIXED-USE CORRIDOR DISTRICT), ARTICLE 54 (MUN (MIXED-USE <br />NEIGHBORHOOD) DISTRICT), ARTICLE 55 (MIXED USE - LIVE/WORK <br />DISTRICT), AND ARTICLE 60 (ZONING DISTRICT BOUNDARIES — <br />MAPS), REGARDING UPDATES TO MIXED USE LIVE/WORK <br />REGULATIONS AND REVISING THE NAME OF THE MIXED USE <br />LIVE/WORK ZONING DISTRICT AND GENERAL PLAN DESIGNATION <br />TO "MIXED-USE TRANSITIONAL" <br />WHEREAS, on October 11, 2010, the City Council of the City of Redwood City <br />("City Council") adopted the new Redwood City General Plan; and <br />WHEREAS, the General Plan contemplated the establishment of a Mixed -Use <br />Live/Work Zoning District ("MULW"); and <br />WHEREAS, on April 8, 2013, the City Council adopted an Ordinance adding Article <br />55 to the Zoning Ordinance to establish the Mixed -Use Live/Work District; and <br />WHEREAS, on December 4, 2017, the City Council adopted the EI Camino Real <br />Corridor Plan, which contemplated amendments to the MULW to incorporate the <br />community benefits program, provide more flexibility in uses, and address zoning barriers <br />to live/work uses; and <br />WHEREAS, the proposed amendments to the General Plan are comprised of <br />revisions to the Mixed -Use Live/Work land use designation to reflect changes in allowed <br />uses and development standards, as well as Figure BE -6 (Land Use Map) (General Plan <br />Amendments); and <br />WHEREAS, the proposed amendments to the Zoning Ordinance are comprised of <br />revisions to Article 2 (Definitions), Article 3 (Designation of Districts), Article 30 (Off -Street <br />Parking and Loading), Article 31 (Special Uses), Article 55 (Mixed -Use Live/Work) and <br />Article 60 (Zoning District Boundaries — Maps) (Zoning Ordinance Amendments); and <br />WHEREAS, on June 4, 2019, the Planning Commission held a duly noticed public <br />hearing on the Zoning Ordinance Amendments and General Plan Amendments <br />(collectively the Amendments), and requested that a study session be held on the <br />Amendments; and <br />Page 1 of 29 <br />ATTY/RESO.0106/PC RESO GENERAL PLAN MIXED USE <br />REV: 10-31-19 PR <br />
