(205) Meeting of the Joint City Council/Successor Agency Board/Public Financing Authority Meeting on April 6, 2020. Present: Council Members Aguirre, Bain, Borgens, Hale, Masur, Reddy and Mayor Howard M/S Aguirre/Hale to approve all staff recommendations as presented, excluding 8 (regarding local minimum wage update), and with the addition to direct staff to return with a commercial eviction moratorium: 1. Approve the revised approach for fiscal year 2020-21 Operating Budget development; 2. Direct staff to develop a resolution to waive late payment penalties for solid waste, water and sewer utilities for the period of March 2020 through August 2020 for new residential and commercial customers; 3. Direct staff to advertise the rate assistance program for low-income water and sewer utility customers;
