06/08/2020 <br />RESOLUTION NO. 15851 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY APPROVING THE 2020-2021 ANNUAL ACTION <br />PLAN AND APPLICATION FOR COMMUNITY DEVELOPMENT <br />BLOCK GRANT AND HOME INVESTMENT PARTNERSHPS <br />PROGRAM FUNDS; CERTIFIYING THAT THE CITY HAS FOLLOWED <br />ITS ADOPTED COMMUNITY PARTICIPATION PLAN; AND <br />AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS <br />PERTAINING THERETO <br />WHEREAS, the United States Department of Housing and Urban Development's <br />("HUD") Community Development Block Grant Program ("CDBG"), authorized pursuant <br />to Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as <br />amended (the "Act"), and HOME Investment Partnerships Program ("HOME"), <br />contained in Title 11 of the Cranston -Gonzalez National Affordable Housing Act, provide <br />Redwood City ("City') with federal entitlement grant funds to finance a continuum of <br />activities ranging from public services to economic development and the preservation <br />and production of affordable housing; and <br />WHEREAS, the Act requires that jurisdictions receiving federal funds develop a <br />Consolidated Plan with the objective of developing viable urban communities by <br />providing decent housing, a suitable living environment, and economic opportunities, <br />principally for persons of low or moderate income ("Consolidated Plan"); and <br />WHEREAS, the City has prepared a five-year Consolidated Plan for fiscal years <br />2018 through 2022. Fiscal year 2020-2021 ("FY 20/21") represents the third year of the <br />Consolidated Plan; and <br />WHEREAS, the Consolidated Plan is carried out through Annual Action Plans, <br />which provide a concise summary of the actions, activities, and the specific federal and <br />non-federal resources that will be used each year to address the priority needs and <br />specific goals identified by the Consolidated Plan; and <br />WHEREAS, the City Council has reviewed the FY 20/21 Annual Action Plan and <br />the applications to the United States Department of Housing and Urban Development <br />("Applications") for CDBG funds in the amount of Seven Hundred Sixty -One Thousand <br />Six Hundred Twenty -Six Dollars ($761,626) and HOME funds in the amount of Three <br />Hundred Twenty -Six Thousand Six Hundred Twenty -One Dollars ($326,621) for the <br />period of July 1, 2020, through June 30, 2021; and <br />ATTY/RESO.0041/ CC RESO APPROVING THE 2020 ACTION PLAN RESO.
