07/13/2020 RESOLUTION NO. 15865 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AMENDING, ELIMINATING AND ADOPTING CERTAIN FEES AND CHARGES FOR THE LIBRARY AND PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENTS WHEREAS, the City Council of the City of Redwood City ("City") is empowered to impose reasonable fees, rates, and charges to offset the costs for municipal services; and WHEREAS, the City Council has, through prior actions, adopted various fees and charges requested by individual City Departments; and WHEREAS, the Redwood City Parks, Recreation and Community Services Department provides certain services to the community and wishes to recover the costs associated with providing these certain services through user fees; and WHEREAS, Matrix Consulting Group conducted a Cost of Services (User Fee) Study with respect to certain user fees in order to determine the cost to the City of providing such services and provided a final report to the City dated February 16, 2016 (the "Matrix Study"); and WHEREAS, the City of Redwood City Master Fee Schedule does not currently have fees associated with newly made available facility/park amenities provided by the Redwood City Parks, Recreation and Community Services Department; and WHEREAS, the proposed fees for the newly made available facility/park amenities are consistent with the findings of the Matrix Study and the fees adopted pursuant thereto; and WHEREAS, it is the general policy of the City to charge for the full costs of services provided by City staff when such services benefit individual users rather than members of the community as a whole; and WHEREAS, it is the policy of the City to charge market-based fees for the rental and use of City property; and ATTY/RESO.0049/CC RESO AMENDING, ELIMINATING AND ADOPTING CERTAIN FEES & CHARGES FOR LIB, PRCS, AND CSD/ RESO.
