07/27/2020 <br />RESOLUTION NO. 15873 <br />A RESOLUTION OF THE CITY OF REDWOOD CITY RESCINDING AND <br />RESTATING RESOLUTION NOS. 15143 AND 15223 AND PROVIDING THAT <br />EACH MEMBER OF THE ARCHITECTURAL ADVISORY COMMITTEE <br />SERVES UNTIL THEIR SUCCESSOR IS APPOINTED AND QUALIFIED <br />WHEREAS, the economic vitality and quality of life in the City of Redwood City is directly <br />related to the architectural quality of development therein; and <br />WHEREAS, pursuant to Article 45 of Ordinance No. 1130, as amended, the Redwood <br />City Zoning Ordinance, architectural permits are required in connection with the issuance of <br />building permits for the construction of any structure in any zoning district in the City; and <br />WHEREAS, in providing architectural control for the enhancement of the natural beauty <br />of the environment, and to provide for the orderly and harmonious appearance of structures and <br />grounds in furtherance of the purpose of said Article 45, this Council desires to provide the <br />opportunity to obtain perspective from professionals in architectural and related matters; and <br />WHEREAS, on March 26, 1991, the Council established the Architectural Advisory <br />Committee, as evidenced by Resolution No. 11497, consisting of five members appointed by <br />the City Council, and further required that three of the five members be licensed architects or <br />landscape architects residing or working in the City of Redwood City, or its spheres of influence, <br />and the remaining two members be residents of the of the City interested in civil matters; and <br />WHEREAS, on December 17, 1996, this Council amended Section 2 of Resolution No. <br />11497, as evidenced by Resolution No. 12977, making the term of service on the Architectural <br />Advisory Committee four (4) years; and <br />WHEREAS, on May 18, 1999, the Council changed the name of said Committee to <br />"Architectural Review Committee" and revised the Committee's duties and responsibilities, as <br />evidence by Resolution No. 13632; and <br />WHEREAS, as part of its strategic initiative to reduce costs and increase organizational <br />efficiencies, the City Council authorized a review of advisory boards, commissions, and <br />committees and as a result decided to make certain changes to staffing and appointments of <br />boards, commissions, committees, including the Architectural Review Committee by changing <br />its name to "Architectural Advisory Committee", by requiring that all Committee members have <br />experience in architecture or design; by requiring the Committee to focus on large or sensitive <br />projects where architectural elements are significant and additional community input is desired; <br />and by requiring that the Committee to meet at a time that is convenient for public input and <br />participation; and <br />ATTY/RESO.0072/CC RESO AAC RESO.
