07/27/2020 RESOLUTION NO. 15873 A RESOLUTION OF THE CITY OF REDWOOD CITY RESCINDING AND RESTATING RESOLUTION NOS. 15143 AND 15223 AND PROVIDING THAT EACH MEMBER OF THE ARCHITECTURAL ADVISORY COMMITTEE SERVES UNTIL THEIR SUCCESSOR IS APPOINTED AND QUALIFIED WHEREAS, the economic vitality and quality of life in the City of Redwood City is directly related to the architectural quality of development therein; and WHEREAS, pursuant to Article 45 of Ordinance No. 1130, as amended, the Redwood City Zoning Ordinance, architectural permits are required in connection with the issuance of building permits for the construction of any structure in any zoning district in the City; and WHEREAS, in providing architectural control for the enhancement of the natural beauty of the environment, and to provide for the orderly and harmonious appearance of structures and grounds in furtherance of the purpose of said Article 45, this Council desires to provide the opportunity to obtain perspective from professionals in architectural and related matters; and WHEREAS, on March 26, 1991, the Council established the Architectural Advisory Committee, as evidenced by Resolution No. 11497, consisting of five members appointed by the City Council, and further required that three of the five members be licensed architects or landscape architects residing or working in the City of Redwood City, or its spheres of influence, and the remaining two members be residents of the of the City interested in civil matters; and WHEREAS, on December 17, 1996, this Council amended Section 2 of Resolution No. 11497, as evidenced by Resolution No. 12977, making the term of service on the Architectural Advisory Committee four (4) years; and WHEREAS, on May 18, 1999, the Council changed the name of said Committee to "Architectural Review Committee" and revised the Committee's duties and responsibilities, as evidence by Resolution No. 13632; and WHEREAS, as part of its strategic initiative to reduce costs and increase organizational efficiencies, the City Council authorized a review of advisory boards, commissions, and committees and as a result decided to make certain changes to staffing and appointments of boards, commissions, committees, including the Architectural Review Committee by changing its name to "Architectural Advisory Committee", by requiring that all Committee members have experience in architecture or design; by requiring the Committee to focus on large or sensitive projects where architectural elements are significant and additional community input is desired; and by requiring that the Committee to meet at a time that is convenient for public input and participation; and ATTY/RESO.0072/CC RESO AAC RESO.
