08/24/2020 <br />RESOLUTION NO. 15881 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING THE IMPLEMENTATION OF A TWO-YEAR <br />TEMPORARY RECREATIONAL VEHICLE (RV) SAFE PARKING <br />PROGRAM FOR THE CITY OF REDWOOD CITY <br />WHEREAS, the Housing and Human Concerns Committee (HHCC) work plan <br />approved by the City Council on July 23, 2018 included an exploration of innovative <br />housing solutions as a way to support the City's efforts to create and preserve affordable <br />housing and reduce homelessness and displacement and one of the topics the HHCC <br />specifically identified was solutions for residents living in vehicles; and <br />WHEREAS, in February 2019, in discussing its Strategic Initiatives, the City <br />Council affirmed Housing as its top strategic priority; and <br />WHEREAS, in January 2020, the City Council adopted an updated Strategic Plan <br />that includes Housing and Homelessness as one of the Council's top strategic priorities <br />with a commitment to "Meet(ing) our unique community housing needs for people at all <br />income levels; and <br />WHEREAS, over the last few years, there has been a countywide growth in the <br />number of households living in vehicles: and <br />WHEREAS, this increase in the often referred to "vehicular homeless" or <br />"vehicularly housed" is a reflection of the regional shortage of affordable housing options <br />and supports the City's prioritization of housing and the importance of identifying <br />innovative housing solutions that address the City's housing needs; and <br />WHEREAS, a significant number of people within the City are unable to find, or <br />otherwise secure, shelter, and utilize a recreational vehicle, motorhome, camper, etc., <br />(collectively referred to as "RV") as their primary dwelling unit, and utilize public streets <br />and other unauthorized parking areas as overnight parking for the RV; and <br />WHEREAS, a point in time inventory of recreational vehicles ("RVs") parked on <br />the City streets occurred in May of 2020 and identified 102 recreational vehicles parked <br />and being utilized for housing; and <br />ATTY/RESO.0083/CC RESO TEMPORARY RV SAFE PARKING PROGRAM <br />REV: 08-19-2020 RL <br />Page 1 of 6 <br />RESO.
