10/12/2020 <br />RESOLUTION NO. 15889 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />SUPPORTING THE HOPKINS AVENUE TRAFFIC SAFETY IMPLEMENTATION <br />PROJECT AND AUTHORIZING THE SUBMITAL OF AN APPLICATION TO THE <br />SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR PEDESTRIAN <br />AND BICYCLE PROGRAM FUNDING <br />WHEREAS, the City of Redwood City (Sponsor) has identified traffic safety concerns and <br />poor driver behavior on Hopkins Avenue in Redwood City and is committed to increasing the <br />safety of people riding bicycles and walking on and across this corridor, and <br />WHEREAS, the Sponsor has developed the Hopkins Avenue Traffic Safety <br />Implementation Project (Project) to install traffic calming measures and to provide new and <br />improved bicycle and pedestrian facilities that will reduce speeding, improve driver behavior, <br />increase visibility of vulnerable road users and encourage more people to choose walking and <br />bicycling for trips in Redwood City, and <br />WHEREAS, it will cost $2,859,216 to implement the Project scope for Hopkins Avenue <br />Traffic Safety Implementation, and <br />WHEREAS, the Sponsor seeks $1,200,000 for the Project and <br />WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for <br />Projects for the Measure A & W Pedestrian and Bicycle Program on August 7, 2020, and <br />WHEREAS, the TA requires a governing board resolution from the Sponsor for the <br />following items: <br />1. Supporting the Project and application for $1,200,000 in TA Pedestrian and <br />Bicycle Program funds for the Project, and <br />2. Committing the Sponsor to the completion of the Project, including the <br />commitment of matching funds in the amount of $1,659,216 for the Project, and <br />3. Certifying that any funds awarded by the San Mateo County Transportation <br />Authority will be used to supplement existing funds for program activities, and will not <br />replace existing funds or resources, and <br />4. Authorizing the City Manager of the Sponsor, or her designee, to sign a <br />funding agreement with the TA, if funds are awarded, for TA pedestrian and bicycle <br />ATTY/RESO.0093/CC RESO HOPKINS AVENUE TRAFFIC SAFETY IMPLEMENTATION RESO.
