<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY
<br />ADOPTING CEQA FINDINGS OF FACT, A STATEMENT OF OVERRIDING
<br />CONSIDERATIONS, AND A MITIGATION MONITORING AND REPORTING
<br />PROGRAM; AND CERTIFYING THE FINAL ENVIRONMENTAL IMPACT
<br />REPORT FOR THE SOUTH MAIN MIXED-USE PROJECT AT 1601 EL
<br />CAMINO REAL, INCLUDING THE SEPARATE PARCEL AT 1304 EL
<br />CAMINO REAL
<br />WHEREAS, the Applicant, Greystar ("Applicant"), submitted an application for an
<br />Architectural Permit (AP2018-05), Planned Development Permit (PD2020-02), Downtown
<br />Planned Community Permit (DPC2019-02), Use Permit (UP2018-03), Vesting Tentative Map
<br />(TM2018-02), State Density Bonus Law bonuses, concessions, and parking ratios, and an
<br />Affordable Housing Plan for the South Main Mixed -Use project, including 530,000 sq. ft. of
<br />office, 540 residential units (including 147 affordable units), 28,000 sq. ft. of retail (including
<br />19,000 sq. ft. family -friendly entertainment), 8,400 sq. ft. of child care and 40,000 sq. ft. of
<br />publicly -accessible open space (square footages are approximate) located between EI
<br />Camino Real, Maple, Cedar and Main streets (Parcels A-E) and a non-contiguous affordable
<br />housing development at 1304 EI Camino Real (Parcel F), (collectively, the "Project"), which
<br />is located within the Mixed Use Corridor — EI Camino Real Zoning District (Parcels A -B),
<br />Mixed -Use Transitional (Parcels C, D, E -North), Mixed -Use Transitional — Emergency Shelter
<br />Overlay (Parcel E -South), and Downtown Precise Plan (Parcel F); and
<br />WHEREAS, the City determined that the Project required preparation of an
<br />Environmental Impact Report (EIR), pursuant to the requirements of the California
<br />Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter "CEQA"),
<br />and the Guidelines for Implementation of the California Environmental Quality Act (Title 14,
<br />Sections 15000 et seq. of the California Code of Regulations, hereafter"CEQA Guidelines"); and
<br />WHEREAS, from July 9, 2019 to August 7, 2019, the City held a public review period
<br />on the Notice of Preparation (NOP) for the EIR. The City recirculated the NOP and held a public
<br />review period from January 29, 2020 to February 28, 2020 to summarize and disclose the
<br />proposed revisions to the Project. The City mailed, published and posted on its website a NOP
<br />to notify responsible agencies of the State Office of Planning and Research, surrounding
<br />property owners and tenants, and interested parties that an EIR would be prepared for the
<br />Project; and
<br />WHEREAS, on February 18, 2020, the Planning Commission held a public Scoping
<br />Session on the EIR that served as a forum for the Planning Commission and public to
<br />comment on the NOP, to learn about the Project and discuss environmental issues that
<br />should be addressed in the EIR; and
