11/16/2020 <br />RESOLUTION NO. 15910 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY ADOPTING THE 2030 CLIMATE ACTION PLAN <br />AND THE ENVIRONMENTALLY PREFERRED PURCHASING <br />POLICY <br />WHEREAS, the City of Redwood City ("City") is committed to reducing <br />greenhouse gas emissions and taking action on climate change; and <br />WHEREAS, the State of California's AB 32 Scoping Plan recommends that <br />local governments reduce emissions by 40 percent below 1990 by 2030 under <br />Senate Bill (SB) 32, requiring California to double the rate at which it has been <br />cutting Greenhouse Gas (GHG) emissions; and <br />WHEREAS, meeting these targets will require a steady decrease in <br />emissions over the next ten years and will be the result of implementing measures <br />across multiple sectors; and <br />WHEREAS, local governments can influence their community's <br />greenhouse gas emissions by providing leadership, strategies, and measures <br />affecting emissions from energy, land use and transportation, and solid waste <br />sectors; and <br />WHEREAS, the City Council adopted a voluntary communitywide GHG <br />reduction target of 15% below 2005 levels by 2020 and the 2013 Climate Action <br />Plan with strategies to address this emission reduction target through 2020; and <br />WHEREAS, the 2030 Climate Action Plan inventories 2005 baseline <br />emissions from sectors, projects future emissions based on population, <br />employment, and other trends; and <br />WHEREAS, the 2030 Climate Action Plan provides the basis for <br />implementing current City policies and programs, including City Council Strategic <br />Initiative and General Plan goals; and <br />WHEREAS, the 2030 Climate Action plan provides the basis for <br />implementing additional policies and programs through 2030 which would be <br />effective in reducing greenhouse gas emissions and energy and water use while <br />maintaining Redwood City's quality of life and economic development; and <br />WHEREAS, environmentally preferable purchasing promotes practices that <br />are effective in reducing greenhouse gas emissions and energy and water use; <br />and <br />ATTY/RESO.0130/CC RESO ADOPTING THE 2030 CLIMATE ACTION PLAN AND THE EPPP RESO.
