02/22/2021 RESOLUTION NO. 15936 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY WAIVING LATE PAYMENT PENALTIES AND INTEREST FOR SOLID WASTE, WATER AND SEWER UTILITIES FOR THE PERIOD OF MARCH 2021 THROUGH DECEMBER 2021 FOR RESIDENTIAL AND COMMERCIAL CUSTOMERS DUE TO THE COVID-19 PANDEMIC WHEREAS, the COVID-19 pandemic, in conjunction with associated Shelter in Place Orders, has created significant impacts to Redwood City residents and businesses with many businesses losing business, at risk of closing, and many residents experiencing reduced work hours or layoffs, especially in the service sector; and WHEREAS, these financial impacts could result in a reduced ability to pay rent or mortgage payments, and increase risk of homelessness for individuals and families in Redwood City; and WHEREAS, without stable housing, individuals and families could be forced into crowded living situations or become homeless, making them much more susceptible to contracting COVID-19; and WHEREAS, at the March 23, 2020 City Council meeting, the City Council directed staff to study the feasibility of deferring or eliminating late payment penalties for non- payment of City utilities; and WHEREAS, at the April 6, 2020 City Council meeting, the City Council directed staff to develop a resolution to waive late payment penalties for solid waste, water and sewer utilities for the period of March 2020 through August 2020 for residential and commercial customers, and return to the City Council in the fall with an update on the status of late payments and rate assistance usage to determine whether to continue to waive the late payment penalty; and WHEREAS, at the April 27, 2020 City Council meeting, the City Council adopted a resolution temporarily waiving late payment penalties for solid waste, water and sewer utilities for the period of March 2020 through August 2020 for residential and commercial customers; and WHEREAS, at the October 12, 2020 City Council meeting, the City Council extended this practice by adopting a resolution waiving late payment penalties and interest for solid waste, water and sewer utilities for the period of September 2020 through February 2021 for residential and for commercial customers; and WHEREAS, the COVID-19 pandemic and associated economic crisis continues to negatively impact Redwood City residential and commercial utility customers; and WHEREAS, an extension of the temporary waiver for an additional ten months, from ATTY/RESO.0009/CC RESO WAIVING LATE PAYMENT PENALITES FOR SOLID WASTE RESO.
