04/26/2021 <br />RESOLUTION NO. 15945 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING THE 2021-2022 ANNUAL ACTION PLAN AND <br />APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT <br />AND HOME INVESTMENT PARTNERSHPS PROGRAM FUNDS; <br />CERTIFIYING THAT THE CITY HAS FOLLOWED ITS ADOPTED <br />COMMUNITY PARTICIPATION PLAN; AND AUTHORIZING <br />EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING <br />THERETO <br />WHEREAS, the United States Department of Housing and Urban Development's <br />("HUD") Community Development Block Grant Program ("CDBG"), authorized pursuant <br />to Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as <br />amended (the "Act"), and HOME Investment Partnerships Program ("HOME"), contained <br />in Title II of the Cranston -Gonzalez National Affordable Housing Act, provide Redwood <br />City ("City") with federal entitlement grant funds to finance a continuum of activities <br />ranging from public services to economic development and the preservation and <br />production of affordable housing; and <br />WHEREAS, the Act requires that jurisdictions receiving federal funds develop a <br />Consolidated Plan with the objective of developing viable urban communities by providing <br />decent housing, a suitable living environment, and economic opportunities, principally for <br />persons of low or moderate income ("Consolidated Plan"); and <br />WHEREAS, the City has prepared a five-year Consolidated Plan for fiscal years <br />2018 through 2022. Fiscal year 2021-2022 ("FY 21/22") represents the fourth year of the <br />Consolidated Plan; and <br />WHEREAS, the Consolidated Plan is carried out through Annual Action Plans, <br />which provide a concise summary of the actions, activities, and the specific federal and <br />non-federal resources that will be used each year to address the priority needs and <br />specific goals identified by the Consolidated Plan; and <br />WHEREAS, the City Council has reviewed the FY 21/22 Annual Action Plan and <br />the applications to the United States Department of Housing and Urban Development <br />("Applications") for CDBG funds in the amount of Seven Hundred Sixty -Nine Thousand <br />Four Hundred Twenty Dollars ($769,420) and HOME funds in the amount of Three <br />Hundred Twenty -Nine Thousand Eight Hundred Sixty -Four Dollars ($329,864) for the <br />period of July 1, 2021, through June 30, 2022; and <br />ATTY/RESO.0018/CC RESO APPROVING 21-22 ANNUAL ACTION PLAN FOR CDBG RESO.
