RESOLUTION NO. 15972 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING AN AGREEMENT FOR SERVICES WITH LIFEMOVES, <br />FOR AN AMOUNT NOT TO EXCEED $363,366.35, WITH $330,333.05 <br />ALLOCATED FROM PERMANENT LOCAL HOUSING ALLOCATION <br />FUNDS AND $33,033.30 FROM THE GENERAL FUND, FOR THE <br />ADMINISTRATION OF A RAPID REHOUSING PROGRAM FOR <br />PARTICIPANTS IN THE TEMPORARY RV SAFE PARKING PROGRAM <br />AND APPROVING AN APPROPRIATION AMENDMENT TO THE <br />FISCAL YEAR 2021-2022 BUDGET TO INCREASE REVENUES AND <br />EXPENDITURES BY $347,719 IN PERMANENT LOCAL HOUSING <br />ALLOCATION FUNDS <br />WHEREAS, Senate Bill 2 (SB2), the Building Homes and Job Act, was enacted on <br />September 29, 2017 and created a permanent source of funding for affordable housing in <br />the State of California and the funding is to be allocation through Permanent Local Housing <br />Allocation (PLHA) program; and <br />WHEREAS, the City of Redwood City (City) is entitled to receive an annual allocation <br />of PLHA funds; and <br />WHEREAS, The City's allocation for the first year of the PLHA program is $347,719 <br />and the City is estimated to receive up to $2,086,314 for the first five years; and <br />WHEREAS, on July 13, 2020, the City Council approved the Five -Year PLHA Plan <br />that covers the funding period of 2019 to 2023, and it details the manner in which allocated <br />funds will be used for eligible activities; and <br />WHERAS, the City will use the Year 1 PLHA funds to provide a rapid rehousing <br />program for the City's homeless residents who are enrolled in the City's existing Temporary <br />RV Safe Parking Program; and <br />WHEREAS, the City issued a Request for Proposals (RFP) on April 19, 2021 for a <br />rapid rehousing program administrator; and <br />WHEREAS, LifeMoves submitted a qualified proposal; and <br />WHEREAS, $330,333.05 is available in PLHA funds and $33,033.30 is available in <br />General Fund dollars that are allocated for the Temporary RV Safe Parking Program in the <br />fiscal year 2021-2022 budget; and <br />WHEREAS, the City Council desires to allocate the available funds to LifeMoves for <br />the development and administration of a rapid rehousing program for participants in the <br />Temporary RV Safe Parking Program; and <br />ATTY/RESO.0057/CC RESO LIFEMOVES —TEMPORARY RV SAFE PARKING PROGRAM RESO.
